Updated Process & Data Flow

We're publishing a new Process and Data Flow which diagrams our evolving thinking.

1. The information sources at the countries remain the same, however we're considering integrating an incentive where countries get remunerated for submitting their data.

2. In addition to storing documents, which will be treated as canonical assets, we're converting the tabular data to a relational database. This makes an API gateway possible, where users can make granular queries across multiple reports.

3. These features mean users will be able to automate access and obtain data in a chosen format (e.g. JSON, CSV, HTML, and original file).
